I see what you are saying.  The module sprinkles the air lancers about, and makes them a part of the backdrop. :)

I think to be an established air power, one would have flying ships and such.    A few volunteer knights, even if an incredible force in their own right, wouldn't be able to make a dint in let's say what Alphatia could muster, but could be significant in land warfare, as they can act as scouts.  I am guessing that every major power could field air units, or through player characters endeavors, a kingdom could develop this, as their are so many magical creatures in the Known World.

I'm thinking more of a comparison with Thyatis than Alphatia. Thyatis
doesn't have (at 1000 AC) airships, but it does have about 2000 air
knights (on a mix of mounts; numbers are my estimate). Thus, I think
Ylaruam pegasus cavalry should be limited to, say, 100 knights or
less.
