Thread Title : There Was  A City

Years ago, I think 2000 but I could be wrong, WotC created a living city for D&D and Magic: The Gathering.  I want to say it was published in Dragon, but I could be wrong.  All I remember is that this city had the ability to cast Suggestion, Mass.  Does anyone know what I'm talking about and where I can find it again?

I don't ever recall any M:tG and AD&D crossovers.  There was talk back in the days of TSR about doing an AD&D-themed Magic expansion (that would have been neat) but nothing ever came of it.

Do you recall if it wa for second or third edition?  I only ask as 2000 was the year of 3.0, and my knowledge of most things post-3.0 is not that brilliant.  I'd actually be very interested to know the answer to this one too.

I want to say it was 3.0, but this was before I was playing so it may have been 2nd ed, I just can't remember.  I remember the article, but not the magazine, so I'm not sure if it was Dragon, Dungeon, Scrye, Wizard or something else.
