Moil is a demiplane in the Ethereal Plane. It is called the City That Waits, because its inhabitants wait to be reawakened - but they wait endlessly, because the being who imprisoned them there - Orcus, the Demon Prince of Undeath - cares nothing for them.

They aren't from the Greyhawk setting. They're from a world called Ranais. Ranais was a place where gods of death were worshipped; each city worshipped a different one. When the city of Moil turned from the worship of Orcus to other gods, however, Orcus tore the city from the face of the world, casting it into a demiplane near the Negative Energy Plane and put its people in a sleep from which they could not sleep until they witnessed the sun - and, of course, the demiplane was permanently dark. Eventually the sleepers died. The dream vestige from Libris Mortis is also an inhabitant of Moil, a creature born from the terrible nightmares of the dying sleepers.

The world itself died shortly after Orcus' violation of it, the sun becoming small and cold and the inhabitants becoming wraithlike creatures who call themselves the Lovelost.

The demilich Acererak, who is from the Greyhawk setting, later on discovered the demiplane (while fulfilling a demilich's contractural obligation to "explore planes unknown to the wisest of sages," and he was an Orcus-worshipper anyway) and press-ganged the dead of Moil to construct a fortress for him. Many were destroyed in the effort, though some - the bleakborn, from Libris Mortis - continue to haunt the city's streets.

That is great. I thought it was rather strange I could find nothing of it from Libri Mortis, Heroes of Horror, Ravenloft, Grey Hawk Gazeteer, Complete Arcane/Divine, (except one feat), or Evil Darkness.

I am not familiar with Dead Gods, but I'll try to locate Tomb of Horrors and Ranais. Thank you.

Dead Gods is a Planescape adventure revolving around the resurrection of Orcus. Part of it involves a trip to the dead world of Ranais. Buy it in PDF format from Paizo.

"The Last Days of Ranais" is a very short but flavorful piece of fan-fiction. Click on the link in my previous post to read it.
