Has with humans, not every human is going to have facial hair. Just a trible minority. These are tropical dwarves that have no need of hair. They also shave their bodies for the God of Fire.

I see it as more of a reflection of the ancient Europe with metaphysics. And these dwarfs are based off of a mix of Roman-Aztec. So instead of having gladiator games for fun, it's for religous events with the idea of a unifying empire.

Have you ever seen a dwarf woman with nipples. For all you know, dwarf men could have the babies.
