It wasn't actually a template but a race as I recall. It can be found in the Council of Wyrms and a few other products. I'm not sure if each version is different or if they were all based off the same general idea. I'll look around through the stuff I've got and see if I can't come up with a description (though I don't have Council of Wyrms I'm sorry to say). :)

Council of Wyrms also came out in hardback with updated and new material.

It was a race and the only 1/2 dragons that you could be were bronze, silver and gold.
