Item creation process

I'm at a lost, here's the situation:

Can wizards cooperate in a magic item's creation process in sharing feats and bolstering their spells's power?

i.e. 17th level wizard as no item creation feats, but has underlings of 5th to 10th level each that do. Can they participate?
Can their meager power be added somehow to the power of the spells that our 17th level wizard will use?

I've read that somewhere (cooperative spellcasting; sharing of feats in the item creation process), but where ??

Arghh...

I actually found a Prestige Class, in the Mind's Eye, which allows a psion to "merge" as you say with another to create items even if the psion with the prestige class doesn't have all the powers.

So I suppose you can't merge without some kind of help...

However, I find it hard to believe, because some items can ONLY be created if you get help from a wizard if you're a cleric, or the opposite... I don't have any example right now, but I know it exist.. :D

Far as the spells go, you just have to be able to cast it every day. (IIRC, IDHMBIFOM)

... which means that you don't necessarily have to be able to prepare it ... could be a wand, could be a fellow wizard, could be a whole lot of scrolls ... You're still the one expending EXP though.

But I'm more confused than I was before...
If I understand correctly, the Wiz with the item creation feat is the one making the item. If he's 10th level, then he can't create an item requiering a 9th level spell. Couldn't a 17th+ level Wiz cast it for him.

To make it perhaps clearer, here is what I wanted to know if I could do:
A powerfull Wiz, without item creation feats, go see his cadre of lower Wizards. They create very powerfull items by using the spells he cast. The idea is that such a Wiz can't be bottered to learn all those feats, so his underlings serve him in that regard.

Am I on the right track?
If a Wiz wants to use an item feat in conjonction with a powerfull spell he can't yet cast, he can still use a spell scroll, right? So why not use another Wiz instead of a scroll.

And can many Wizards, each one with an item feat, with the spellcasting help of a more powerful Wiz, create an item? Say, 6 wizards to create 1 item?
