Custom Monster Assortment

I’m writing up my own custom monster assortment based on the models I own.

I have a pretty robust list of dungeon encounters, with 8 possible monster types per dungeon level, with a few that can appear on multiple levels.

The Number Appearing stat is set in stone: it’s tied to the number of copies I have of a given model. The HD is loosely tied to what dungeon level that monster is most likely to be found in. Where I’m stuck is on how much damage these monsters should be doing.

Does anyone have any guidelines for monster design, and how hard they think monsters at a given dungeon level need to hit to make for a fun challenge?

Some more background on the project:
The assortment is divided into two groups: Dungeon Denizens, which primarily inexplicably inhabit the underworld of dark dungeons, sunken cities, deep caves, etc, and Wilderness Inhabitants, covering wild animals and intelligent creatures that might build lairs in the over world. For now, I’m focusing on stats for the Dungeon Denizens portion.
