Strongholds & Dominions for Nomadic cultures

When you get to level 9 (name level), you start attracting Followers and have the option of claiming a Dominion and build a Stronghold. However, some cultures of Mystara don't settle down: the Ethengar Khanates, Humanoids of the Broken Lands, the Children of the Horse, Ylaruam sheikhs, Jennites, Vistani, etc. As nomads, you can't really stay in the same hex all year long, so being awarded a land tract by a liege isn't quite the reward it is for sedentary people, and you're limited in the infrastructure you can build and maintain during the time you camp there. Maybe the turf awarded is larger to account for nomadism (the hexes awarding exclusive rights of passage, grazing and hunting), but it's not that feasible on the Atruaghin plateau.

I guess you create Camp and Tribal Upgrades, like your tribe "buys" the right to host some cultural or religious festival (like the Sundance), or landmarks in your migration patterns (earth mounds, totem poles, shrines, inukshuks). Maybe some of your resources can develop a Special quality (Horses produced are hardier or faster steeds, making them sought out; Oxen produce Mystara's equivalent of wagyu beef; Sheep produce superior wool, etc.). Some Dominion income might be tribute from a neighboring tribe, or tolls collected from passing caravans, instead of standard resources. Some stronghold upgrades might be re-crafted as wagons, like a mobile "Hell on wheels" rowdy tavern or a reinforced arsenal.
